The OTel agent on Windows should be installed to auto start in the same way as the host agent

The windows OTel collector is not configured with any auto start configuration. This means that when a host is rebooted the OTel collector stops reporting until someone goes to the box and manually starts the process.

Add the ability to rotate the Agent api key

Currently there is no way to rotate your agent's API key when using the SASS product, it'd be nice if it were possible to e be able to rotate it for security purposes
