Ability to change policies on Databricks clusters: autoscale;autopause

Some users do not enable autopause and autoscale in their databricks environments. Although it is very hard to use Turbo's capabilities to resize databricks VMs as they spin up and down so often, it would be very helpful to change cluster policies...
