Reserved Coverage Rate metric needs to include Azure's MS Fabric

We have dashboard widgets to surface our Reserved Coverage Rate. We recently purchased large reservations for Microsoft Fabric and the Reserved Coverage Rate never increased. We subsequently learned that Fabric was not included in the Metric.

Create count function

Have a metric function in order to pull count. Currently we can only gather information from metrics such as cost, usage, and sustainability. From count function, we would want to identify the number of accounts.
