Increase the granularity of DynamoDB metrics to support hourly basis analysis

The idea is to have the metrics for a few products persistent on an hourly basis so the users can do a deeper analysis of their usage. Today, the customer is using a tool from AWS Marketplace called CUDOS to do that. https://aws.amazon.com/pt/blog...

Hourly breakdown of usage data for AWS and Azure

Useful to get usage trends of our instances in order to track shutdown in nbh, trends on hourly usage, etc.

Add support for MSSQL instances

Currently, any multi-tenant setup on SQL (aka SQL Instances) is not supported. The request is to add support - and the ideal solution would be to allow Turbo to enumerate all SQL instances via the SQL Server Browsing service.

Turbo should not recommend Disk Size changes for Azure HyperScale DBs - they autoscale.

bad actions reduce faith in the product and waste time. This is distracting the customer for really good actions - like HyperScale scaling.
