Create policies ( in GRC or other place) to enforce deployment parameters e.g replicas

For production apps, if the deployment does not specify a minimum number of replica ( e.g. 3 or more) then make the deployment have replica =3

Support app deployment that allows staging of images locally to the cluster before deployment or upgrade

For RO/BO situations with low or unpredictable bandwidth, the deployment needs to take place in a deterministic time. E.g. at shift change. The current deployment model with subscription and pull makes the deployment variable
