Allow for up to 20 labels for K8s labels

Customers have different teams using different labels and need to account for this variety. Current limit causes some customers to prioritize one team's requirements over another. Some customers need 12 or 16 labels to cover all their use cases.

Increase the granularity of DynamoDB metrics to support hourly basis analysis
