Improve Right Sizing ROI policy to filter out different types (e.g. ignore EBS gp2/sc1 recommendations)

Currently seeing lot's of recommendations to change EBS to GP2. AWS is strongly recommending moving GP2 to GP3 so it's bizarre to recommend the reverse. Want to alter the policy to ignore such options, or only show GP3.

Savings Portfolio - daily savings and utilization graphs need to avoid using a red bar for the current day (early morning?). This seemed to me to be a warning to be researched, but instead it was just that the current day's data had not been fully consumed.

Avoid panic! How about making the utilization bar grey until the entire day is ingested/computed?

Keep Apptio Gov Help Up To Date with Commercial

The gov version of Apptio Help seems to not get updated as often as Commercial. According to gov help on 2/10/25 (https://help-gov.apptio.com/cloudability/whats-new.htm), the last update to Cloudability was on September 30, 2024.
