More granularity for maintenance windows, adding minutes not just hours

Need to be able to shorten time frame for maintenance windows. For example a 15 or 30 minute window, or a 1 hour and 30 minutes for example.

Remove the target in UI automatically once we uninstall kubepturbo operator from the target cluster

If we want to uninstall Kubeturbo operator we can directly uninstall from cluster but the target will remain in the UI. We have to manually delete the target from UI for uninstallation. This should be done automatically.
