Hide authorization token in alert channel header value

if we add the job in expired stream while saving it should send / flash the warning message to operator.

It should flash a warning message in TDWC/CLI while saving the job in expired jobstream, There is high possibility to add a job inside an expired stream which will be happening globally on all TWS projects.

Event Rule file detection at start up

IWS : -noremove option of JnextPlan should not remove cancelled job streams

The goal of the -noremove option is to keep the plan "as is" (Successful job streams are not removed). However, cancelled job streams are removed during the replan operation.
