Project field to be mandatory for all tabs

Currently, the project field is only mandatory for the labor activity tab but would like to make this mandatory for all tabs.

More of a Bug than an idea. Currently unutilized part of a Savings plan shows Reservations class as "Standard" which is a class suitable for RIs.
