Custom dashboard with more customization abilities

Widget Creation screen filters need to be visible or editable to end users post creation of said widget

When adding a widget to a dashboard, users have the ability to select projects and teams. If they select anything besides "any portfolio" or "any team", this filter sticks to this widget forever and cannot be viewed or edited. This causes problems...
