improvement for the PostgreSQL Sensor

Unlike other sensors, unfortunately the postgres-sensor does not do any retries if initial connection to the database fails. Instead the agent needs to be restarted.

As a user I would like to push Kafka topics to multiple brokers/consumers, so that I can use built-in SaaS reporting as well as provide the data for internal BI teams

Please see attached for details for consideration. It would provide great benefit to be able to utilize kafka connectors to asynchronously push data to other consumers rather than the current 1:1 producer:consumer to data explorer today.
