Support for database replication on on premises deploy (MySQL)

In this case we are using the OVA deployment connected to externa DB (MySQL) and the idea is to have the database in cluster mode using group replication to have a better availability of the environment.

Ability to show the cost of deployments prior to deploying infrastructure similar to Terraform Enterprise.

One of the things missing from the developer workflow is the ability for developers to see the cost of their deployments prior to them executing the pipelines. Terraform enterprise and Infracost provide a solution to this.

No tags for empty vm specs

When we export App service plan Delete actions, We noticed that tags not appear, they're not there and would love to see them included. They only appear to be missing in Delete actions for VM spec.

Add more info for the display of "No Data Available" to distinguish whether data is unavailable or there is no data.
