Some departments are not familiar with reading a .json file and having an export into excel would be much easier for them

Hide data source cost and usage report (allocated) for certain users

Not all users necessarily understand the difference between the data sources and not that many will be using the cost sharing feature. Hence it should be possible to hide it for some users and show it for others.

Dashboard provided by Apptio to track our costs per CPU and RAM

There is no standard dashboard provided by Apptio. It is up to the client to build their dashboard based on the "Business Metrics" beta feature, but this can be done natively in ApptioBI with caculated metrics
