JDBC gateway - copy substring of value

Enhance JDBC gateway so that it can copy a substring of input value to the target table. For instance, Omnbius field of length 4096 bytes to be copied to target database where respecting column allows only 4000 bytes.

Netcool Omnibus support for passwords longer than 32 char

As part of expanded password complexity, the ObjectServer mid layer Sybase needs to be updated to support increased password lengths greater than 32 char. This will allow for stronger complexity and greater resistance to intrusion attempts.

Predictive Insights produces world writable files in PI_HOME/var/spool/topics// This is not allowed for security reasons. This should be OOB settings.
