Add Project Setting to define an alternating row color for non-report tables in TBM Studio

As a TBMA, I would like to see alternating row colors for all non-report tables displayed throughout TBM Studio. The setting would be applied to any table not displayed on reports (inclusive of those displayed in Object views, Allocation Strategies tables views from modeled metrics, standard tables, tables shown when viewing "Show Values...", etc). The alternating row color will improve efficiency of tabular data reviews (including QA) including easing other stakeholders' review of data when shared by a TBMA.

In the future, I would like to see tabular data displayed with alternating row colors like so...

The alternating row color formatting can be controlled/defined by a new setting added to Project Settings as shown in the mockup below...

I'll know this is working when observing non-report tables shown with alternating row colors.
