Create permission UploadDataToBranchOnly

As a Developer, I'd like to be able to upload data safe in the knowledge that I'm not going to mistakenly corrupt Trunk data by overwriting an operational dataset.

As a TBMA, I want to know that it's impossible for Developers to corrupt Trunk data while they are working on a development, until it is fully tested and ready for merge.

Value is protection of the principles of development and branching, by ensuring that development in a branch cannot have an effect on the trunk configuration.

I will know this is done when, for an environment that always develops in a branch, development user accounts can be denied the permission UploadData, and granted the permission UploadDataToBranchOnly, and are demonstrably denied the ability to upload data into trunk, but are able to upload data into branch datasets.

Note: The same level of protection could also be achieved by a permission that only allows checkout of objects (tables, metrics, reports) in a branch and not in trunk.

Normal upload data permissions should be retained by TBMAs in order to maintain the customer data during the development process.

The permission should also be inherited by Datalink, and enable development users to run datalink connectors that upload data to a branch.
