Enhance Line Item Code function to replace all and retain Line Item Codes

We reload our Labor and Assets data monthly in ITP.  This ensures that resources that are gone are removed, resources that change depts are moved and new resources are added.   We began to use Line Item Codes as a way to maintain a unique identifier on people and assets.   However, we learned that when using line item codes update feature - when we reload our assets or labor files, it retains the line item code where it exists, but never deletes old items that don't find a matching line item code in the new file.  This resulted in duplication of assets and labor for us.   With the functionality today, you can replace all- which wipes out existing line item codes--and assigns a new line item code even if you have a Line item code in present in the data set being uploaded.    Or you can append and retain the line items codes- but this doesn't remove items that were present that no longer are present in the new upload file.   I believe a third option is required.

As a TBMA I would like to be able to upload a dataset with Line Item Codes, and have it completely remove any items that existed previously that do not find a match in the new file that is uploaded.   If any items are in the new dataset without a line item code, those should be assigned new line item codes but only items in the dataset would be in the tab.   

I will know this is complete when I can upload a dataset with Line Item Codes and those items will be uploaded, items without line item codes will be assigned a new line item code and any line items that do not exist in the upload file will not be retained in the tab.
