It appears that we are currently able to finalize a plan with unapproved Cost Objects (i.e. changes have been submitted by the end user but not yet approved by the CO Owner). There may be instances where this is acceptable, but I would think from a standard operating perspective, we would want CO's to be fully approved before finalizing the plan. Can we add a warning message that notifies the user if they are about to finalize a plan that has unapproved CO's? Or if this is not a use case that we should allow, can we just not allow the plan to be finalized until all CO's are approved?

When submitting a plan with unapproved Cost Objects, users will see the following options along with a count of unapproved Cost Objects:
"Submit All Changes and Finalize" – This option will trigger snapshot creation for all unsubmitted Cost Objects.
"Finalize Without Submitting Changes" – Choose this option if you prefer to finalize the plan without triggering snapshot creation.
