ITP Respect Cost Object Permissions for Group Cost Centre Editors

In ITP today, we use group cost centre owners in the division heirachy for both editing, review and rollup purposes. These group cost centre owners only have Editor access in Cost Object Permssions, and do not have Owner access.

However, when a group cost centre owner submits a plan/forecast for their group cost node, the status goes to Approved straight away. We want that approval to sit only with the level 1 in our structure, and it is these Senior Leader node who have Owner Cost Object Permission for their division.

So plan submissions should respect both the Owner and Editor setup, regardless of divison or cost object structure.
