Add "Carryover data" option for defining custom Data Freshness Rule

As an Admin of TBM Studio, I'd like to define which of my custom Data Freshness Rules will allow for data to carry forward into future periods by adding a [Carryover data] toggle option on the Define New Data Freshness Rule dialog. This will allow me to expand the Data Freshness Rules with appropriate expiration instead of limiting my options to "Ad-Hoc updates" or "Yearly versions with carryover; Update at the start of the year" options to achieve carryover effect. 

I'll know it's complete when I can set a rule with the following options:

Upload data every "Month"

Upload to the "Current Month"

Due by "0" "Calendar days"

Carryover data option is enabled

...and the data was last uploaded more than 2 months ago the period corresponding to that time and I can still see data in the current month's period of the table's Import step. Further, the data would be flagged as expired since it's 2 months old.

    Monitoring for broader interest in this capability.  

    In 2025, we will modernize and uplift the data pipeline.  We will look to incorporate this enhancement at that time.
