ITP Asset Import from CT also possible for External Assets

Existing assets can currently only be imported from CT in a automated way, if these are not marked as external Assets.

Use case: ITP Existing Assets should be importable to ITP from the most current asset register, also if they are marked as External = TRUE (as existing assets should not be editable by users in the planning process).

So, if asset register is pre-processed in CT to prepare the template for ITP import, currently it can only be imported, if the user downloads the ZIP in CT, extracts the TSV and then manually uploads it into ITP via "Import External Assets from File" function. For the monthly forecast process (where the external assets need to be refreshed for every plan) this causes overhead, which is avoidable.

Therefore a new feature "Import External Assets from Cost Transparency" would make sense

(or alternatively "Import from Cost Transparency" might stop denying external assets, but that would probably be an issue with "Replace All Data" function, that should be separate for External/Non External), I guess.
