Publishing IT Planning data without Check-in

It's important to have the ability to prevent triggering the calculations/check-in when we publish the IT Planning data into CT.  One may argue to hold off publication until the budget is finalized. But to get the full picture, decision makers need to review the calculated rates and reports in CT before finalizing the specific version of the budget. It would greatly help with productivity when multiple budget scenario planning is involved by avoiding wait time between each publication.

Solution may be either having the ability to check/uncheck the box in IT planning or lock the staging prior to publish data or similar to creating a checkout by service account when a group of connectors are triggered from the datalink service.

Apart from testing multiple budget scenarios, one of the intermediate step is we need to import calculated data from a report and upload into table for final evaluation (2 rounds of calcs for one publish). Instead I could just use the check out and upload the report data and check-in once. Thanks!
