Restrict -Cost center owners are able to unlock the cost object

We do the forecast cycle and Budget in phased manner. As part of the plan process, we do first non-labor and CC owners submit their changes for Non-Labor, then do the variance analysis with management and then start the Labor in similar way and complete variance analysis. Once all submitted numbers looks good with respect to variance, then push data to CT and load to TM1 for final reporting.

 

As first step completes for non-labor, at the time of doing variance analysis with Department heads, if CC owner unlocks it started making changes then the writeups prepared with variances will not match, so that is the reason, we are looking for the freeze of plan once CC owner submits. It shouldn’t allow them to unlock, if they really has to make changes Admin role will help to unlock that based on the change required. So that way at the final step also, what ever data gets loaded to TM1 will match back to Apptio. We want to make sure all Apptio number in Plan tie back to TM1 As well.
