As a TBMA I would like the ability to be able to provide select users with a role that would allow them View Only access to plans that are in New Status.
I will know this is complete when a Cost Center Owner or person in a specially designated role (non Admin,non- Budget Process Owner can see a plan that is in New status.
We are in a constant planning cycle. However, there are times when the plan cycle is open only to Admins (Finance users/Budget Process Owners). Service Owners know these plan updates are being done and we push them regularly to CT but the Service Owners would like visibility to the changes going on in those plans. We want to be able to control the changes happening (hence limiting to just admins) but would like to be able to provide Service Owners the ability to review the updates if desired.
