Multi-level approval flows that is independent of the department hierarchy

We would like multi-level approval flows that is independent of the department hierarchy. In our state authorizing environment, we have certain use cases where there are 2 approving agencies. Currently, you can set 2 users as the cost object owner, but it's an either/or functionality. Once one of them approves a cost object, it gets marked as approved. We need a multi-level hierarchy that requires both sets of approvals to be marked complete.

    I've accomplished this by adding a Department above cost objects requiring additional approval. The Department structure doesn't have to follow the organization's structure, so it can be adjusted to support the needs of your approval workflow.
