Expand Frontdoor API to include CREATE, UPDATE, and DELETE (CRUD) of custom roles

As a Managed Service Provider who manages the Apptio implementation on behalf of the customer organization. The customer organization has many agencies underneath. Each agency may or may not have same permissions to view and use different components within the Apptio ecosystem. The complex integrations requires us to employ a custom business process and workflows via infrastructure as code (IaC) for access management to the Apptio platform. We cannot take advantage of the Frontdoor's current SSO IdP-Managed role assignments. 
Rather, we must be able to programmatically CRUD custom roles before the users' first attempted logins.
As users request access to the Apptio platform, the workflow must be able to 1) check is user exists, if not, create the user 2) check if agency-specific role exists, if not create it, enable access to Apptio components, and assign to user  3) if user offboards, remove user from agency-specific role 4) if agency as whole offboards, DELETE the custom role
