Allow api access to Apptio bi data sources for reporting

There is no API for Apptio BI at present. It would be very useful to be able to extract data from the datasources that can be reported on via the UI in Apptio BI. This would add value in at least these use cases

1) ability to programatically extract data from Apptio datasources that contain curated data not accessible easily via other means in the Apptio systems. For example, the Cloudability rightsizing datasource consolidates recommendations of different types and over time into a single data set. This is not otherwise easily obtainable via the existing Cloudability rightsizing api endpoints, as these only allow data extraction by each recommendation service, and there isn't a history.

2) there are cases where combining data obtained from more than one Apptio BI datasource would be useful. This is not possible via the Apptio BI UI at present. For example, in the rightsizing example, if I wanted to create a KPI for the % of rightsizing savings available in relation to total cloud spend I would need to source and then combined figures from both the "Cloudabiltity rightsizing" Apptio BI datasource and the "Cloudability Cost and Usage" Apptio BI datasource. The ability to extract data via API from these datasources would allow this KPI to be calculated and reported outside of the system automatically. At present this requires manual effort.
