Ability to add variance comments at the full year (FY) column in Variance Analysis or Compare Shortcuts

Add the capability to add comments when comparing an annual forecast plan to another annual forecast plan (actuals + forecast) and save the comments in a layout. Currently, there is no ability to add comments when using the compare shortcuts feature or variance analysis. This request is to able to do a comparison analysis on a full year forecast plan (actuals + forecast) between one forecast plan and another forecast plan and provide comments based on the FY column where there are variances . The business need is to explain how and why a forecast changed between plans.
