Line item filter that filters both ways - check for valid combinations

I have a situation where planners need to plan investments in Planning tool.

I have created a custom dimension for investment and line item filter to filter the investment based on cost center.

If the planner starts with entering a cost center, the investment number drop down is filtered by the cost center, this works perfect.

But when they start with the investment number and select one, they can select every cost center. 

In current scenario, it is not possible to add another line item filter which filters the cost centers based on the investments.

Is it possible to have a check if this combination is valid? Is it possible to add line item filter both ways or a way for Apptio to flag such cases?
