Create a new cost transparency integration for sending the event log/change history from ITP to CT

Our user activity in IT Planning is currently hard to track and the export is hard to understand without additional formatting. With an integration into Cost Transparency, it would be easier to reformat the event log/change history data in CT in conjuncture with the expense data so we can gain more understanding of what has changed from month-to-month and who's making those changes.

This would be used heavily by users to understand what micro changes occur across time in a much more understandable format, and by management to understand who's making the changes.
