Ability to use email subscriptions with Row Level security

We have a need to be able to export a report into PDF by Business Unit and email that PDF to the Business Unit owner for our Bill of IT.   We have a list of emails by Business Unit and have created a report that is the exact format needed.   As we have currently have 82 business units, and we need to send a PDF to each individual Business Unit, as well as save off a copy of the PDF for SOX/Audit compliance we have attempted to leverage the email subscription using the bulk upload xls feature to create a separate PDF for each business unit.  This seems like it should have worked, but what happened was  it sends the 82 separate emails, with a unique PDF with the exact correct number of pages that would be present in their specific business unit,  but the data itself in the PDF ends up being blank.   We are told this is because we have row level security applied and row level security does not work with Email Subscriptions.

 

As a TBMA, I want to be able to use the email subscription feature, to send a unique PDF (as designed in the Print Layout for the report) to a list of emails based on the criteria as designated in a bulk upload.   If there is a conflict with row level security, it should alert me, but should otherwise be successful.
