Dynamic headers and footers in Print Layout

Currently, in Print Layout, there is functionality for Headers and Footers.  In the documentation, it is stated that dynamic text is supported in headers but it seems this is dependent on the users PDF generator.    We use the PDF generator of the web browser (for example Microsoft Edge or Chrome).  It seems that these PDF generators do not support dynamic text in the headers (or footers) without the use of additional software or browser extensions.    We are looking for options to add a date/time stamp of when the PDF was generated (not when it was saved in the print layout as is available in the footer template option) or Page numbers (Page 1 of x) which does not seem to be available at all.    

As a TBMA I want to have options to format the headers and footers of the Print Layout with multiple options.    I would like this available in the user interface and it should not require me to search for HTML code to format the options or add browser extensions or additional software.   The scope of the options should be similar to those that are available in Excel.   I should have the option of choosing the location of the test such as left, center, or right within the header or footer.   

This is especially important for our Bill of IT process and SOX compliance for the Bill.
