Excel Import and Export support

Currently it is not possible to directly upload Excel (xlsx) files into Apptio planning or for exporting from Apptio Planning. This creates a lot of issues with Admins and End Users leading to incorrect plans and/ or reference data. It is not possible to explain to explain to users (especially end users), what the difference is between the text based formats and what the impact of their local regional settings in Windows is.

Depending on the sources, importing plans becomes unusable as carriage returns and special characters create unexpected results, like missing lines or move columns.

Since the "new view" is still beta this is absolutely needed in the "old" view.
