Apptio Costing:::Expand the ability to use Map Columns

The Map Columns transform step can only be used with what are called Master Datasets which only exist in components.  This should be changed so that the Map Columns step can be used with any data transform.  One of the main reasons for this is that we have a JOIN step that is nearly useless in any configuration because the outcome of a JOIN cannot be used in an Append step, but CAN be used in a Map Columns step.  As a result, TBMA's and Apptio professionals must write many simple lookup formulas where a simple JOIN would be more efficient.  Expanding the use of the Map Columns step would make configuration of custom use cases (not using Master Datasets) faster and easier with less time spent implementing lookup functions and explaining lookup functions
