Allow more than 12 users assigned to a usage rule for a SSO connection in Frontdoor

Recently ran into a limit of 12 users for a usage role on a SSO connection. This feature request is to raise or remove that limit.

We have separate SSO/IDP environments for dev, acpt, prod and use the usage rules to allow our non human integration, system, and test accounts to login to our lower environment Apptio environments, hence the need to define it per user since Frontdoor cannot support multiple sso configurations per domain or environment at this time.

 We specifically use Apptio Targetprocess where the roles in that application are different than the ones assigned in Frontdoor, so we need a test account for each role we are using to allow us to shakeout our development without asking other users as well as running testing automation scripts to make sure our automation and validation rules are working as expected continuously.

 This feature request would not be needed if Frontdoor allowed assigning an sso connection to an environment, but as stated before it only can use one connection for the entire domain/customer. We cannot use the prod/main sso connection for these test accounts since company policy requires MFA for those which cannot be enabled for these accounts, as well as having restriictions on cross environment usage.
