Add ability to apply cost object permissions for a user to all plans

When adding a new user, the global cost object permissions are setup and will apply to plans created afterward. When adding a new user, we always want to grant them access to existing plans. Currently, this involves editing each plan's settings to grant plan-level cost object permissions. You can export the global cost object permissions and import them into each plan, but this is a major pain and takes time. Please add a button to the Configuration > Cost Object Permissions screen to apply the permissions to plans. Add a dialog to select which plans the cost object permissions should be applied to. This could be done as copying all users permissions to plans, copying only a selected user (like for a new user), or copying a selected cost object to copy.
