Adjustment of coloring for graphs regardless of signs.

We are currently working on a report, which shows, among other things, the product lines that are above or below their budget.

We now have the requirement to edit the logic of the coloring, which we unfortunately could not implement.
Basically, negative values are marked with "red", while "positive" values are green.

We now have the case in the graph if the budget is exceeded, the values must be positive and the product lines that still have budget left must be negative. We were also able to reverse this by multiplying it by -1. However, we now have that the bar with the open budget "which is negative" is permanently red, and the budget overspending is red.

Is there a way to configure this manually? we would need purely personal colors for certain value zones.
Example:
-999999999 to 0 = Green
0 to 999999999999 = Red

We havent been able to build a color scheme with either properties or Color palette. We would be happy to discuss our concerns in detail in a phone call
