Create a privilege that controls the Publish Table action in Cost Transparency

Currently there is a gap in Apptio product in terms of handling the privileges for the Publish Table action. Cost Transparency users can click on the Publish Table action which creates a new workspace for the user in Studio. Considering that users don't have access in Studio, the user's workspace is hanging there without the ability to be checked in by the user. The goal is to have a new privilege created in the Apptio Access Admin panel where we could restrict this action to be taken by our users.
