prevent dropping lines with no forecast (not even 0s) when creating new plans/forecasts using previous ones as baseline. make sure that for new line items that are created in Contracts and Other tabs (entered manually or uploaded) that forecast is at least auto populated with 0s, instead of blanks

make sure new line items that are created in Contracts and Other tabs (entered manually or uploaded) that forecast is at least auto populated with 0s, instead of blanks. to prevent dropping lines with no forecast (not even 0s) when creating new plans/forecasts using previous ones as baseline. similar how it auto populates in Labor tab with 1s. similarly when creating a new plan for next year and using prior year as baseline, to at least auto populate the following new years with 0s

    There is another RFE exactly opposite of this request https://bigblue.aha.io/ideas/ideas/APPTIO-I-827

    Looks like we need to add a configuration option in plan creation to either keep or drop lines with 0s or blank values in the baseline.
