User filter should automatically restrict results after search

We are experiencing an issue for our customer in Apptio Planning within Plan Settings > User Permissions. 
When opening the filter for the User Name column, a popup is displayed containing a search field, a Select All option, and the list of available values. 
The filter behaves inconsistently depending on the sequence of actions performed.
If we first enter a value in the search field, then deselect Select All, and finally select the checkbox corresponding to the desired username, the filter is not applied correctly and the grid continues to display all records. 
However, if we first click Reset, then deselect Select All, and only afterward search for the desired value and select its checkbox, the filter works as expected and only the matching records are displayed.
This behavior suggests that the filter logic may not correctly refresh or apply the selection when a search is performed before deselecting Select All. 
This behavior is not intuitive and may lead users to believe the filter is not working correctly (it has generated confusion during customer usage and testing activities).
We suggest updating the filter behavior so that searching and selecting a username automatically restricts the filter to the selected user, without requiring the additional step of manually deselecting "Select All".
This would improve usability and align with the expected behavior of standard filtering components.
