Enable TBM Studio UI and API to provide a deep link that with the settings of all of the slicers/filters that can be shared to point a user to a Dashboard on TBM Studio with slicers/filters set to that value filtered for them

If a team is only interested in DATABASE costs for a specific CLOUD ACCOUNT that is shown on a TBM Studio dashboard, then the ADMINS/FinOps should be able via the UI and/or the API get get a deep link (sharing link) to that dashboard URL that has the DATABASE filter/slicer and the CLOUD ACCOUNT filter/slicer values pre-set so all the end user needs to do is click the link sent to them.

Currently, we have to use the EMAIL link in the upper right and send ourselves and email that has a link embedded in the email and then copy that link from the email. This does not work well for automated workflows where we might want to send a message in SLACK to 3 different service teams and we just want to send the following links: 
- https://link-to-dashboard?servicename=serviceA
- https://link-to-dashboard?servicename=serviceB
- https://link-to-dashboard?servicename=serviceC
