Enable Apptio BI Report Subscriptions for Non-Cloudability Users

Currently, only Cloudability users can subscribe to Apptio BI reports. However, there are scenarios where customers want to include members of their management or leadership teams, who are not Cloudability users and do not wish to become users, in these subscriptions. To accommodate this need, there should be an option that allows customers to add email addresses from their organisation to report subscriptions, regardless of Cloudability user status.
