View generation using Cluster Name to overcome Fleet Management issues

When creating a View, filters are applied to tailor the data surfaced to the members of that view.

There should be the ability to use Containers/Cluster Name and Containers/Namespace.

Problem - When the Fleet Management component of a cluster is separated from the standard view, the user is unable to see their cluster in Insights/Containers.  

Example scenario - Marketing department has a view to see their applications, including the container applications.  They can see the container costs in Home/My Dashboard, but when they try to examine the clusters under Insights/Containers, they can not see any details.  The reason it turns out is that the Fleet Management components for the containers have been placed under the Infrastructure view, so out of the marketing view.  The sledge hammer resolution is to create a view which contains marketing and infrastructure.  The high maintenance solution is to create a view that contains both the cluster and fleet management components.

Requested solution - to be able to filter using Containers/Cluster Name and Containers/Namespace so that these would automatically be tied together.
