Allow users to define alert to be sent when absolute spend on account is reached.

Account owners want to configure an email alert to be sent to them when the spend on a given account (or project in the case of GCP), exceeds a fixed value that they can configure. This is independent of any other budget figures, and potentially could vary on an account from user to user.  This alert could be sent either daily on daily spend, or on a monthly basis once a monthly spend reaches or exceeds the defined threshold. (We currently do not have a request for quarterly or annual alerts, but that may also be useful.)

This is deliberately different from anomaly detection as it is a monitoring of actual spend, and not of unusual changes to patterns of spend.

This is on the account spend in total, and not on divisions of the account such as by Product Name, Region or other Dimensions.  However, it might be that in future this would be desired. At present, this would not be for Container costs, and it is noted that the functionality for alerts provided by the Containers Insights is probably sufficient for container/kubernetes related spend alerts.
