Allow date filters based on Invoice Date not only usage date

When validating Invoices, the usage date and the invoice periods are not always the same.  We need to validate invoices that include usage in the future (esp for GCP which bills in PST vs. UTC). Allowing the date filter to be based on usage date, we can ensure we have all of the usage associated with the invoice.  Currently we need to choose a date range that is larger than the invoice period and we may not choose the correct range.
