New timing period selection used to set when 'data is available' (e.g. sustainability)(offset)

Take Sustainability data. It is not made available until mid month, for the previous month.
i.e. around 16/17th July the June sustainability metrics become available.
i.e. around 16/17th August the July sustainability metrics become available.
At present if I have a widget in ApptioBI, that shows last month vs previous month # ,then I either let it automatically rollover the date, and add some text to explain that it's 0 for the first 15-16 days of each month, or, I have to re-edit the widget time period EVERY SINGLE MONTH.

I would like to be able to set a time period around that 'data available date', so that 'last month' during days 0-15 of current month is actually '-2 months', and between days 16 to (28 or 29 or 30 or 31) is '-1 month'.  i.e. so start offset value

There may well be other data sets that load several days into a month, for the previous period, that would benefit from an adjustable offset.
