Decouple Business Metric reprocessing from Business Dimension reprocessing.

Why is it useful? Currently, "Reprocessing" is a destructive action for historical data integrity. FinOps practitioners often need to create new efficiency KPIs (Business Metrics) and apply them to historical data to spot trends. However, because reprocessing also re-runs Business Dimensions (Cost Centers/Allocations), doing so overwrites historical categorization with current logic. This breaks alignment with external finance systems.

Who would benefit?
FinOps Practitioners: Can safely iterate on Unit Economics (e.g., "Cost per Transaction") and audit logic retroactively without fear of breaking historical reporting.
Finance/Accounting: Ensures that closed month-end allocation data remains immutable, even while the FinOps team improves their analysis layers.

How should it work? When requesting a data reprocess (via UI or Support), there should be a distinct option to "Reprocess Metrics Only."
The system reads the existing, locked Business Dimension values for the target date range.
It re-calculates the Business Metrics based on those existing dimensions and the current Metric rules.
The underlying allocation (Who owns the cost) remains untouched; only the calculation (How efficient was the cost) is updated.
