A Jira ticket should be unlinked after it has been closed.

Once a Jira ticket for rightsizing has been cancelled/closed/deleted it should be unlinked from the resource in Cloudability. Currently tickets are not automatically unlinked from recommendations even once the Jira ticket is moved to a resolved or closed state or we see that it's been downsized, and there's no way to manually unlink them in Cloudability. So no new ticket or Rightsizing ROI row will be automatically created if the recommendation shows up again since the existing ticket will still be linked to it. The current configuration does not allow for a resource to be re-evaluated in 6 months when maybe the use case has changed and the sizing could be shifted again. Once the Jira ticket has been moved to a completed status, the link to Cloudability is no longer needed and should be removed so that a new ticket can be opened if needed.
