Allow Plan Status to be seen ungrouped when cost object is hierarchical and allow Modified Date filtering

When a plan is based on a hierarchical business mapping as the cost object, viewing the Status page is not very user friendly. The status is grouped by one of the hierarchical business mapping dimensions. This means one cannot sort by the modified date to see the latest changes because the sorting applies within each group rather than across all lines in the list. The grouping can't be removed for the Plan cost objects.

Also trying to filter on the Modified Date field to get changes after a certain date doesn't work.
